As a psychiatrist, Dr Pharies should have his office set up so someone is available to his patients outside of regularly scheduled visits. I tried calling his office for over 3 hours, just constantly punching redial because it wasn't going to voicemail. Sometimes it would ring twice before they hung up, sometimes it would ring four times, sometimes it would ring 8 times. It never went so far as the operator telling me my party could not be reached.
